Summary
This is an insert to go inside standard office rolls of Scotch tape, to adapt them to the most common dispensers.
It isn’t really a swastika, as you’ll see if you look closely at the end. The spiral arms give springiness, and I was too lazy to implement this in a non-square geometry.

I printed this at 100 micron resolution in PLA. It took about 40 minutes on my machine.
For best results, print it with the spindle vertical so that it turns smoothly in the dispenser. You’ll need supports switched on. With slic3r’s default settings it’s easy to tear off the spindle while separating the raft. I tried with “honeycomb” and just 1 raft layer between the support and the body. That worked fine and separated easily.
