Summary
This is a quilting ruler for free-motion quilting. I made this for my wife, who blogs here. She uses it to quilt orange-peels. I’m still not entirely sure what those are, but she seems to like them. This apparently works pretty well for that purpose.
The ruler has a hole in the middle to aid holding in place.

How I Designed This
All done in Fusion 360, the entire thing is driven by a single dimension in the first sketch, so it should be relatively easy to alter the print to whatever size you need. I just used the built in text tool in Fusion for the text, the “1/4” bit is just the unicode character.
